2 cups granulated sugar

1 cup packed brown sugar

4 large eggs

2 teaspoons vanilla extract

For the Cookie Dough Layer:

1/2 cup unsalted butter, softened

3/4 cup granulated sugar

1/4 cup packed brown sugar

2 tablespoons milk

1 teaspoon vanilla extract

1 cup all-purpose flour

1/2 cup semi-sweet chocolate chips

Instructions
 

Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan and line it with parchment paper, leaving some overhang for easy removal.

    In a large mixing bowl, combine the melted butter, granulated sugar, and brown sugar. Mix until well combined.

      Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

        In another bowl, whisk together the flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients until just combined.

          Fold in the semi-sweet chocolate chips, then pour half of the brownie batter into the prepared pan, spreading it out evenly.

            In a separate bowl, prepare the cookie dough layer. Cream together the softened butter, granulated sugar, and brown sugar until fluffy. Add the milk and vanilla extract, and mix until smooth.

              Gradually add the flour and mix just until combined, then fold in the chocolate chips.

                Drop spoonfuls of the cookie dough mixture over the brownie batter in the pan, slightly spreading it out without completely mixing it in.

                  Pour the remaining brownie batter over the cookie dough layer, spreading it evenly.

                    Bake in the preheated oven for 30-35 minutes, or until the edges are set and a toothpick inserted in the center comes out with moist crumbs (not wet batter).

                      Allow the brownies to cool in the pan on a wire rack for about 15 minutes before lifting them out using the parchment overhang. Let cool completely before slicing into squares.
