In a large pot, bring salted water to a boil. Add the green beans and immerse them for 2-3 minutes until bright green and tender-crisp. Drain and immediately plunge them into ice water to stop the cooking process. Set aside.
In a large skillet, melt the butter over medium heat. Add the minced garlic and red pepper flakes, cooking until fragrant, about 1-2 minutes. Be careful not to burn the garlic.
Add the blanched green beans to the skillet, tossing them in the garlic butter until well-coated. Pour in the soy sauce, mixing until the beans are evenly seasoned.
Cook the green beans for an additional 3-4 minutes, stirring frequently. Season with salt and pepper to taste. Add the lemon zest and juice, giving everything a final toss.
Remove from heat, transfer to a serving platter, and sprinkle with chopped cilantro.
